Project Abstract

What is AlpCheck

AlpCheck (Alpine Mobility Check) is an Interreg III B – Alpine Space Project involving 13 Partners from 4 different EU Member States of the Alpine Space (Austria, Germany, Italy and Slovenia). The Lead Partner is Regione del Veneto. The Project started in July 2006 and will finish in June 2008.

AlpCheck’s Aim

The creation of a sustainable and competitive Alpine Space faces obstacles made by the increasing congestion of road networks, lack of intermodal transport development and insufficient degree of cooperation among nations and regions.
Indeed, many studies have underlined the adverse effects related to an excess use of road transport in the delicate environment of the Alps, but each of them has been encountering strong difficulties to find reliable and commonly accepted traffic data.
The availability of trustful data represents the starting point for any study in the Alpine Space and consequently for the definition and implementation of policies promoting the sustainable development of the alpine regions.
Nowadays, in the Alpine Space traffic data are collected by several actors (such as Public Institutions, Agencies, motorways and road operators and so forth) by means of different methodologies and collection systems. That leads to serious drawbacks in homogenisation and harmonisation of information.
The main objective of AlpCheck is to create an Information System providing shared and comparable information on the actual status of Alpine road transport network starting from existing data sources. The System takes into account peculiarities of the various geographical contexts and different traffic typologies within the Alpine Space.
From the functional point of view, AlpCheck’s system aims at being enough flexible to be able to adapt itself to the multiple requirements of data providers.
The project will demonstrate its capabilities to interact both with data coming from existing traffic monitoring systems in the Alpine area and with those generated within the project itself through the development of pilot projects dealing with:

  • The investigations of local, tourist and freight flows by means of innovative technologies;
  • The analysis of road traffic impacts on environmental critical points;
  • Testing the potentials of logistic platforms for monitoring freight flows across the Alpine Space;
  • Identifying traffic routes that are characterised by an high share of “empty journey”.

Project's Partnership 

AlpCheck’s Partnership is made up of a network of National and Regional Institutions, other Public Bodies such as Universities and Sea Ports Authorities and private companies of proved expertise in transport related issues and especially in the integration of advanced technologies for mobility monitoring.
The trans-national character of the partnership (7 partners from Italy, 3 from Austria, 2 from Slovenia and 1 from Germany) grant the cooperative aim that represents the inner nature of the Interreg Programme and it allow an easy sharing of the know-how.
Furthermore, the Project’s Partnership covers a wide range of competences. In particular, it is worthwhile mentioning:

  • Agency of Environmental Ministry for the development of environmental issues;
  • Regions for their knowledge in spatial planning and their direct involvement in traffic data collection;
  • University for ensuring a suitable scientific quality;
  • Sea Port for the consolidated experience in freight flows management;
  • Private companies for their technical know-how.

A Steering Committee, which is made up of the legal responsibles of each Project Partner, is in charge of ensuring the strengthening of the cooperation and synergies among partners. In addition, an Advisory Board, formed by one professor for each involved country and two observers from the Austrian and Italian Ministries, provides scientific, technical and political support to the Partnership in the development of Project’s activities and in the validation of achieved results.
